On November 3, 1998,
Fairfax County Virginia voters
approved a $99.92 million
Public Safety Bond Referendum
for new safety projects. Funding
for new public safety is based
primarily on the residential and
commercial growth and training
related needs of the county's
public safety agencies. The referendum
funded the design and
construction of The Judicial
Center Parking Structure. This
structure will accommodate
approximately 2,100 vehicles
in response to increased traffic
from the expansion of the Jennings
Judicial Center in Fairfax
County.
CEG began work on the
$20.6 million dollar precast
parking structure in January
2001 after contracting with
the Shockey Precast Group
of Winchester, Virginia. The
structure contains seven levels
and 604,000 square feet of
parking area. Two of the seven
levels of parking are partially
below grade. The footprint of
the structure is 466 ft. x 183
ft. with two 21 ft. x 15 ft. stair
towers. Additionally, the main
stair and elevator tower located
outside of the structure is triangular
in plan and approximately
60 ft. x 52 ft. It includes elevators,
stairs, storage rooms and
a 30 ft. x 17 ft. planter area
on the second level with 400
psf loading. The top level of
parking has five planter areas
with the largest being 60 ft. x
14 ft. These planter areas are
also designed for 400 psf and
are supported on double tees
with narrow widths. There are
over 1,700 precast components
including architectural columns,
stairs, elevator walls, shear walls,
horizontal ramp walls, beams,
and spandrels with thin-accent
banding. The stair towers alone
contain some 300 architectural
components including sills, lintels,
watercourses, copings, and
cornices.
The main stair tower on Page
Avenue also features a precast
pedestrian bridge to provide
sheltered access to the existing
parking structure across the
street. The pedestrian bridge
is 40 ft. high and 128 ft. long
with a 70 ft. span over Page
Avenue and is constructed of
precast moment frames.
The exterior architectural
spandrels contain reveals and a
1D2" face brick strip 2'-0" high
that was cast integrally with
the spandrels in the plant. The
grade level panels, stair and
elevator towers are completely covered with field laid brick and
precast copings. The finished
structure showcases the fine
details developed by Wisnewski
Blair and Associates, Ltd. and
the high quality work of The
Shockey Precast Group.
